Qindao Emergency Center, originally called Qindao First Aid Station, was founded in 1965. It is an enterprise company, whose finance is fully support from the government. Approved by Qindao Human Resource Committee, the original first aid station renamed as Qindao Emergency Center in 1994. It is now the unique professional medical facility responsible for prehospital emergency care in Qindao. The main tasks are including prehospital emergency care, long distance monitoring and transportation of patients, rescuing for large disasters and accidents, responding to sudden public health incidents, large holidays and public meetings, and emergency supports for other social public activities.

　　The center is located in the east region of Qindao city. Its address is No. 176 middle of Jin Song San Road. It covers the area of 100,60 square meters, and the construction area reaches 6500 square meters. The administrative works, dispatching and commanding with cable and wireless communication, GPS surveillance and control, social training and researches are done in the office building.

　　The situations of department setting and personnel are as follow:
The center consists of administrative department, emergency department, finance department, vehicle management department, communication and dispatch department and three sub-centers. Currently, the center has 121 cadres and staffs, among which 57 people are medical health professionals and technicians. Among all the professionals and technicians, 6 people have the senior level of technical position, 18 people have the middle level of technical position, and 11 people have the primary level of technical position.

　　The center now hold 28 all kinds of ambulances, among which 2 are ICU standard equipped Benz ambulances. Besides the three sub-centers, which are directly under the lead of the center, there are anther 11 sub-centers, which are affiliate to the emergency departments of relating hospitals. All the sub-centers are rationally distributed in the seven regions of the city, thus the emergency radius is 5 kilometers, and the responding time is 8-12 minutes.
